Men’s low utilisation reflects a combination of cross-cutting factors all of which need to be addressed in order to improve male engagement in the health sector in general and HIV services in particular. These include:
- Ensure required social, economic, legal and policy structures in place
- Transform gender norms to improve gender equality and reduce gender based violence (GBV)
- Improve availability, accessibility and quality of health services for men and boys
- Increase demand for, and utilisation of, health services among men and boys

People Living with HIV Stigma Index
The People Living with HIV Stigma Index provides a tool that measures and detects changing trends in relation to stigma and discrimination experienced by people living with HIV, including in the area of SRHR. Since the project began in 2008 more than 65 countries have completed the study.
